is cogeneration from waste gases in cement is renewable energy

is waste  heat recovery plant considered as renewable source or not related to cement plant?

if yes what are the government agencies certifies it as renewable energy

Waste heat recovery is related to the cement plant from which the waste heat is being recovered and cannot be said to be renewable - it is recoverable. Whether such projects would qualify for carbon credits will depend on the individual project.
