In CIS the plates are fixed. Not moving as in CFG. This will be good in mechanical point of view. Very less maintenance of plate and cooler. this will give better recuperation than CFG>

MFR - the function of the MFR is to control the flow thru each plate. Means each MFR is designed for some specific air flow thru them. So each plate will get the design flow rate as MFR controls the air flow for each plate. Definitely it will give better distribution of air to the grate plate then CFG as there is no control for each plate. MFR will take care of the difference is resistance on the cooler , between coarser and finer side. 

 

CIS will be only for the first 5-7 rows based on the capcacity. after that it will be cross bar or CFG which will move the clinker.
