Water cement ratio in cement and concrete?

can you please share your opinion on below two query.

1.) What is the main controlling lever for W/C ratio in cement and clinker ? ( Chemiclly or Physically)

2.) What is the good or bad impact of W/C ratio in clinker or cement?
