Regional Chinese governments seem to have a voracious appetite for technology, marvelled Sumitomo Osaka Cement Co president Fukuichi Sekine after visiting China in November.

During trips to Dongguan and Shenzhen, he was repeatedly solicited by local officials to construct an R&D centre.
"They even talked specifics, like the size of tax breaks we’d enjoy if we did set up shop," revealed Sekine.
Sumitomo Osaka Cement Co recently built a plant in Dongguan for optical communication parts.

Although the company makes cutting-edge products at home, "It’s better for us to produce in close proximity to large-lot Chinese manufacturers since they operate at a lightning pace."

Sekine said that sooner or later the company will produce state-of-the-art products and establish a development centre in China. And "unless the Japanese government expands tax breaks and other sweeteners, job opportunities will be lost," he warned.
