Florida Rock Industries is to be allowed to double the cement-making capacity of its cement plant on County Road 235, Newberry City Commission decided in a unanimous vote. But the company will have to develop new noise-abatement policies and cooperate with the city in additional air-quality tests, among other conditions. The city and Florida Rock still have to devise a development agreement laying out specific policies for those and other conditions. But the Monday night meeting marked the final vote in a public review process that has lasted since October, when the Planning and Zoning Board unanimously recommended approval of the expansion with a few conditions for noise abatement and water use.
