Cement manufacturers want the government to retain safeguard duties versus imported cement, claiming that excess cement capacity in Asia still poses "a threat of dumping." Felix Enrico R. Alfiler, president of the Cement Manufacturers Association of the Philippines, said domestic firms remain unable to compete considering the continued rise in electricity rates and high costs of imported coal.
