As far as I know, there's no formula for this. You have to use some special/external instruments to do this. Doing it on your own is risky, as inaccurate results may be more damaging. I know the feeling when you have to find ways how to solve problems with excessive creep between shell and tyre. You may read this as Philips servcies provide one of the best methods with respect to your query.
