what are the reasons for having adjustable scoops in a cement mill centre diaphragm. If it is closed (turned at a right angle) how does it affect the process.

Hi

The scopes are to adjust the flow of material to second chamber. So material are ground to the degree desired before going to second chamber.

If you do longitudal sieving of your mill you can see the difference in chamber on outlet and chamber two inlet.
