Despite the Green Bench of the Himachal Pradesh High Court quashing the environmental clearance and land acquisition notifications of the Harish Cement plant, to be constructed in Sundernagar (Mandi District), government officials still appear to be in favour of the plant having recently granting the cement producer permission to purchase land directly from farmers.

According to a letter dated March 11, 2011, addressed to DC Mandi from the office of secretary, revenue, the government has extended permission to purchase of land from farmers under Section 118 of the Land Reforms and Tenancy Act in favour of Harish Cement Company.
