China’s cement producers rose in Shanghai after the Shanghai Securities News reported on the government’s draft plan to build 13 million low-income apartments in two years.

China’s policy makers will focus on providing more affordable apartments for low-income families in the five years from 2011 to 2015, Shanghai Securities News said, citing a plan drafted by a property association.
