He was accompanied by the Minister of State for Industries and Commerce, Dr Manohar Lal Sharma.
The plant is expected to be completed in 16 months with a capacity of 300tpd.
Addressing the gathering, Slathia said the plant will generate employment and help meet the increasing demand of cement for the construction of development works and other private projects.
