It was reported that in a resolution published in the First Series of Sate Gazette number 190, dated 7 October 2009, the Cabinet Council highlights that the authorisation of this contract obeyed the wish of  promoting projects that are aimed at the implementation of economic and social objectives of  public interest.

The approval was also influence by the need to increase the national productive capacity, the  elevation of value, the creation of new jobs for the Angolan citizens, as well as the boosting of  national business.

According to the law, the Cabinet instructs the National Private Investment Agency (ANIP), to approve subsequent investment increase and the expansion of the activity if that turns out to  be necessary for continuous development of the project.

For the implementation of the project it was established an  anonymous Angolan company  dubbed Cimentos Nacionais de Angola Limitada (CNA).
