According to local news reports, it may be some time before Carolinas Cement – a subsidiary of Titan America – can break ground in Castle Hayne. They must first receive an environmental impact statement.

On Thursday, the Army Corp of Engineers took the initial step in the process. Wildlife agencies and federal government officials discussed the plan and purpose for the plant.

Army Corp officials say it will take at least 1.5 years before the statement is issued.
