Binh Thien An Real Estate Joint Stock Co has received a license to build a 2.4Mt cement factory in central Quang Binh province, Tuoi Tre (Youth) newspaper said Wednesday.  
 
The cement factory, to be constructed in late 2008, is part of a project with total investment of VND3.6 trillion ($225m), under which, Binh Thien An plans to build a seaport and a river port on a 620-hectare site in the province.
