Ha Long cement joint stock company, a joint-venture between Song Da construction corporation and Vietnam Oil and Gas Group, is building its 2.02Mt plant.  
 
The 5.26 trillion VND (328 million USD) plant’s facilities will be built in Hoanh Bo, Quang Ninh.  
 
A clinker grinding facility will also be built in Hiep Phuoc industrial zone, Ho Chi Minh City.  
 
The plant is expected to be operational in 2008.
