Kyrgyz Republic: Shangfeng Kemin plant construction halted but government supported

The Kyrgyz State Environmental and Technical Safety Inspectorate has suspended the construction of a cement plant by Shangfeng Z Cement LLC on 17 August 2015 for violation of the law on urban planning and architecture, lack of construction permit and the state’s examination of project documentation.

However, Governor Bakytbek Kudaibergenov has said the state will support the construction of the cement plant in Kemin district, Chui region. "The plant could reach a consensus with the Datka-Kemin project. This plant has to work, the Government does not mind. More than US$1m have been invested in it, and I think that the issue will be resolved positively," he said.
