Cement Europe has joined a coalition of businesses, trade associations and environmental organisations calling for municipal waste incineration to be included in the EU Emissions Trading System (EU ETS).
In a joint letter dated 29 September, the signatories welcomed the European Commission’s proposal and urged the European Parliament and Council to retain the measure as legislation progresses.
The coalition argues that applying a consistent carbon-price signal across waste-management options would strengthen the economic case for recycling and reuse. It says including municipal waste incineration in the ETS would discourage the destruction of recyclable materials and support investment in circular solutions.
The letter also highlights the potential benefits for industrial competitiveness. Increasing the availability of secondary raw materials could reduce demand for virgin resources, strengthen European supply chains and limit exposure to volatile global commodity markets, the signatories said.
Other participants include Carbon Market Watch, Plastics Europe, the European Environmental Bureau and Zero Waste Europe. The letter does not specify an implementation timetable.
