Suzhou Sinoma Construction has completed performance testing of a 15MW waste heat recovery power plant and Line 1 cement-mill upgrade at Delta Cement’s works in Bazian, Sulaymaniyah province, Iraq.

Provisional acceptance certificates for the two projects were signed on 22 October, marking their transition from construction and commissioning into long-term operation and maintenance. The upgraded cement-mill system was commissioned in May 2026.

The contractor did not disclose the projects’ investment value, the mill’s revised throughput or quantified efficiency improvements. The certificates represent provisional rather than final acceptance.
