China’s Conch Cement is progressing preliminary work on a proposed 2Mta cement plant in Morogoro, Tanzania. Tender information outlines a 5000tpd clinker line, 2Mta of cement grinding capacity, a 1Mta aggregates operation and a supporting power station.

The project is linked to the proposed acquisition of TC Cement Company Ltd by Mauritius Conch (TZ) Ltd and Conch Investment Holdings (Hong Kong) Ltd, reportedly Conch holding companies. The buyers would jointly own 100 per cent of TC Cement, the company developing the Morogoro project.

Tanzania’s Fair Competition Commission announced its review of the acquisition on 10 September 2026 and invited public comments. As of the 29 October report, no decision had been announced.
