Cade likely to impose fine on Brazil producers

Brazil's antitrust watchdog Cade is likely to impose fines totalling BRL3.1bn (US$1.3bn) on six cement producers for alleged market collusion. Late Wednesday, four of five members of the board of Brazil's Administrative Council for Economic Defense, or Cade, voted for the penalties, while the remaining member requested a review of the process. China's cement prices and inventories were stable in January due to favourable weather conditions, a Deutsche Bank report has said. Cement supply and demand have been balanced in southern and eastern China, where producers aimed to keep prices steady. UltraTech Cement, the leading cement producer in India, reported a 38.43 per cent decline in net profit for the last three months of 2013 as sluggish demand leads to a weaker pricing environment. Kenyan producers have raised cement prices following a new levy imposed by the Ministry of Mining. Najib Balala, the Cabinet Secretary for Mining, announced a KES140/t mining levy on cement on 18 December 2013, which translates to KES7/50kg bag. Pakistan cement dispatches in November fell six per cent compared to the previous month but cement prices have risen by four per cent since the start of the current fiscal. Uganda has seen a decline in building materials prices, including cement, due to a slowdown in construction activity as well as increased competition.
