HeidelbergCement's two Georgian subsidiaries are currently being prevented from exporting cement to Azerbaijan, by far their most important export market. Russia, which fought a war against Georgia in 2009, has surplus cement capacity of its own and appears to have placed pressure on Azerbaijan not to allow imports form Georgia. If upheld for any length of time, this ban could have grave consequences for the Georgian cement industry.
