Hubei Huiyang New Materials is planning a 3Mta phosphogypsum-based production project in Hubei province, China.
The proposed project forms part of a capacity-replacement scheme published for consultation by the provincial authorities.
The consultation runs from 20 September to 9 October 2026 under China’s 2024 "Implementation Measures for Capacity Replacement in the Cement and Glass Industries".
The project will use phosphogypsum as a feedstock for sulphuric acid production, with cement production integrated into the process.
The development reflects a broader push in Hubei to increase the utilisation of phosphogypsum, an industrial by-product of phosphate fertiliser production, through projects combining sulphuric acid and cement or clinker manufacture.
Further details on the proposed cement capacity, project location and commissioning timetable have not yet been disclosed.
