The American Cement Association (ACA) has urged the US Senate to pass the bipartisan American Affordability and Jobs Act of 2026, arguing that faster federal permitting would support investment in cement manufacturing and infrastructure.
In a statement issued on 2 October, ACA president and CEO Diane Tomb said the proposed legislation would establish firm deadlines for environmental reviews, modernise permitting under the National Environmental Policy Act and Clean Water Act, and limit legal challenges.
The association also wants the final legislation to reform the Clean Air Act’s New Source Review programme. It argues that lengthy and uncertain permitting can discourage upgrades intended to improve plant efficiency and reduce emissions.
ACA called for the Senate to pass the bill when it returns in November, with the aim of securing enactment before year-end.
