China’s Inner Mongolia autonomous region has announced cement production restrictions for the five-month period from 1 November 2026 to 31 March 2027.

The measures apply to clinker production lines across the region as part of its winter staggered-production programme, intended to reduce air pollution and regulate supply. Producers must also ensure daily output does not exceed 110 per cent of registered capacity.

Differentiated arrangements apply to plants using carbide slag and lines undertaking hazardous-waste co-processing or supplying residential heating. These arrangements carry requirements for compensatory shutdowns or reduced production loads.

The authorities will introduce graded supervision, with warnings and further sanctions for breaches including failure to follow shutdown schedules, non-compliance with replacement agreements and falsification of information.
