The Vietnam Institute for Building Materials, under the Ministry of Construction, has launched a technical-support project to develop an environmental product declaration (EPD) programme for cement.

A kickoff workshop was held on 12 October. The 18-month project runs from September 2026 to March 2028, with professional input from Energiva Ventures Private Ltd.

The programme will develop draft technical guidelines adapted to domestic cement production and companies’ capacity to supply data. Work includes plant surveys, life cycle assessment software, a specialised database and pilot assessments at cement plants.

EPDs provide quantified environmental-impact information based on life cycle assessment. The project aims to support green public procurement and green project classification, while helping producers identify opportunities to improve processes and reduce emissions.

The Ministry of Construction said the findings could inform future regulations, standards and guidance, potentially moving cement EPDs from voluntary declarations towards mandatory criteria or reference requirements. No mandatory requirements have yet been announced.
