Sweden-based Cemvision has been selected for an EU Innovation Fund grant of up to EUR27.5m to support its first commercial-scale cement plant in Ventspils, western Latvia.
The proposed facility will have capacity to produce up to 0.5Mta of low-carbon cementitious binder. Latvia’s Energy and Environment Agency identifies the site as Sarkanmuižas dambis 25, with SIA Project Taal as the project company.
Environmental-assessment documentation describes a grinding and blending operation using previously heat-treated secondary materials rich in calcium oxide. The proposed process avoids conventional clinker burning and fossil-fuel use.
Cemvision already undertakes demonstration production in Poland. The Latvian development would establish its first dedicated commercial-scale plant, with commissioning targeted for 2028.
The company will now prepare the grant agreement with the European Climate, Infrastructure and Environment Executive Agency (CINEA). Funding remains subject to the agreement being finalised and signed.
