PPC said it will expand more slowly after spending on its 'Rest of Africa' projects has raised its debt load, the company's chief executive said on Wednesday. K-Electric (KE) and DG Cement Ltd have signed an agreement through which the power utility will provide 40MW of electricity to the cement producer's upcoming plant in Hub, Balochistan, Pakistan . National Cement, which currently operates a grinding plant in Kenya, plans to invest KES18.5bn (US$199m) in a new factory in Uganda, according to local news reports. The new plant marks the company's first foray into Uganda, and its first venture outside Kenya. The government of the Chelyabinsk region (Urals) and China's Anhui Conch Cement Co (ACCC) are negotiating the construction of a cement plant, according to Russian news sources. Conch has been provided several plots for assessment, the reports state. According to General Manager Wang Jianchao, a project scheme will be determined in the near future, whether to modernise existing production facilities or build a new at an undeveloped deposits.
