Chinese have land agreement in place for Sibay cement plant

The Chinese are reported to have begun designs for a cement plant in Sibay, Bashkira, Russia, close to the Kazakh border. A land lease agreement is already in place for Sichuan Junhe Environmental Protection CJSC and Kontur Plc, which is investing in the RUB13bn (US$195.5m) project, but there is no announced timetable for the building of the project, according to Brealnow Vremya. Oman Cement's Board gives go ahead for Duqum plant

Oman Cement company has informed Muscat Securities Market on 6 December that its Board of Directors has agreed to go ahead with setting up of a new integrated cement plant in Duqum area,  in central-eastern Oman. According to company notification, the plant will have a clinker capacity of 5000tpd and envisages an investment of about US$212m. Huaxin Cement Co Ltd is seeking the assistance of international banks to close funding on its US$140m plant in Nepal, after it secured a US$30m loan from the Export-Import Bank of China (EIBC), according to Inside International Industrials. India’s Dalmia Bharat has reportedly secured mining rights near Chittorgarh, Rajasthan, and could be planning to construct a 4Mta plant over two phases in the area, according to the Business Standard. Gansu Hengya Cement is the investor behind Samarkand plant

Gansu Hengya Cement Company  of China is entering the Uzbekistan cement market. It plans to build a 2.4Mta cement plant in Samarkand, Kattakurgan district. The plant will cost US$420m and the project will be implemented in two stages. The first 1.2Mta kiln line will  be erected between 2018-20 at a cost of a US$220m. The second 1.2Mta line will be cosntructed between 2020-23. The works will produce cement types M-400, M-500, white and grey, plus M-600.

New plant project for Uzbekistan

The foundation of a new cement plant has been laid in Kattakurgan district of Samarkand region, Uzbekistan. The two-stage project is expected to create 2.4Mta of capacity at an investment of US$420m. It has been planned in cooperation with Chinese investors, according to Uzbekistan National News. The first stage, taking place over the 2018-20 period, will realise 1.2Mta of capacity at a cost of US$220m. The second stage is expected to be implemented in 2020-23.

A meeting of Montenegro’s Chamber of Commerce considered the construction of a new cement plant in Pljevlja, which would use the municipality's natural resources.
