Water / cement ratio

Kindly , At many local project the civil engineers prefer the imported cement than my plant local cement SRC and the causes was the imported cement don`t failed in concrete cube extension test and that imported cement success with extra water content then my cement and that the main cause , So dose any one help to make my cement extension with extra water cement ratio , by the way my plant cement is very good with chemical composition and strength , Blaine = 3000 - 3400 .
