Please tell me about how to calculate louvre ring velocity & its impact on changing its direction of angle.

re Louvre ring in VRM

Calculate louver ring area .  Measure mill inlet air flow if possible  othewise measure at Mill fan inlet , and  convert this flow for mill inlet condition , divide air flow to calculateed louver ring area.
