Ghana’s Environmental Protection Authority (EPA) has ordered Empire Cement Ghana Ltd to suspend operations at its Weija plant in Greater Accra over alleged air-pollution and environmental-permit breaches.
In a directive dated 14 September 2026, the EPA said its investigations identified sustained emissions of visible particulate matter, gases and other pollutants. The company had also reportedly failed to submit its quarterly environmental-monitoring returns and maintain effective pollution-control systems.
Empire Cement must submit the outstanding returns by 1 October and install air-pollution controls compliant with Ghanaian standard GS 1236:2019. Existing control systems, auxiliary equipment and dust plants must also be operational, with fence-line and stack emissions remaining within permitted limits, before production can resume.
The Weija facility has previously faced regulatory intervention, including a shutdown in 2021 for operating without the required environmental permit.
