Cement Europe has joined 43 other European organisations in calling for stronger EU trade-defence measures to address unfair competition and state-driven market distortions.

A joint statement published on 9 October urges member states to support additional staffing for the European Commission’s trade-defence teams, enabling faster investigations. It also calls for more effective use of existing anti-dumping, anti-subsidy and safeguard instruments.

The organisations advocate incorporating environmental and social costs more fully into dumping-margin and duty calculations, strengthening action against circumvention and considering the effects of unfair trade across industrial supply chains.

The statement argues that persistent overcapacity and underpriced imports are adding to the pressure on European producers already facing high energy costs. It also seeks a new policy toolkit to address distortions arising from state-supported production and investment outside the EU.

The proposals represent industry recommendations; no new duties or legislative measures have been adopted.
