Vietnam considers higher cement export tariff

Vietnam’s Ministry of Finance (MoF) has reportedly proposed that the government consider increasing the export tariffs for clinker to 10 per cent from five per cent, according to Vietnam News. The MoF explained that exports of cement and clinker are not sustainable as their production uses non-renewable sources. Cement and clinker producers in Vietnam are also making use of a low electricity tariff.

Vietnam’s total cement and clinker sales expanded by 0.9 per cent YoY in 2020 to 97.5Mt, according to FiinGroup. Of this total, domestic cement consumption was 62.1Mt, declining by 5.6 per cent YoY. Cement dispatches in Vietnam reached 6.551Mt in April 2021, up 16 per cent YoY, according to the Vietnam Cement Association (VNCA). VICEM reported a 17 per cent YoY rise in sales to 2.26Mt while its affiliated companies saw a six per cent YoY uptick to 1.661Mt. The Philippines’ Department of Trade and Industry is expected to begin investigating allegations of cement dumping from Vietnam, following applications by three local manufacturers, according to the Manilla Standard. Selling prices of cement in Vietnam have recently increased by VND30,000-40,000 (US$1.29-1.72)/t as production costs have increased, according Luong Duc Long, vice president and general secretary of the Vietnam National Cement Association. Cement sales in Vietnam slipped nine per cent YoY to 5.903Mt in March 2021, according to the Vietnam National Cement Association (VNCA). Central American cement imports have grown the most in recent years from Vietnam, given that in 2016 no significant purchases were reported, Vietnam raised its share to 30 per cent of the total cement imported between January and September 2020. Vietnam’s cement and clinker exports up 22%

Cement and clinker exports increased by 22.5 per cent YoY to over 8Mt in the year up to 15 March 2021, according to the latest data from the General Department of Vietnam Customs. In terms of value, there was a 14 per cent YoY rise to US$295m. However, average prices dropped 6.7 per cent YoY to US$36.40/t. A drop in average cement and clinker prices in China led to a decline in Vietnamese prices from US$40/t to U$32-33/t since late 2020.

China, the Philippines and Bangladesh were the biggest importers of Vietnamese cement in the first two months of 2021, according to the General Department of Vietnam Customs.
